As I write this article I am really angry. I hate bullies. And if ever there was a Goliath versus David fight, it’s Fomento versus Seby. Fomento has struck back, with no less than a Rs. 500 crore defamation suit against him. That too filed in Kolkata, so that poor Seby will have to travel back and forth endlessly and at major expense.

Why Kolkata? Because it is the only High Court where you don’t have to deposit a percentage of the amount you are suing for. Fomento claims its good name is worth 500 crore. And what exactly are the forests and lands of Goa worth? What is the devastation wrought by mining worth? What about Seby’s good name when Sujay Gupta sought to label him a ‘naxalite’ on behalf of his mining company? The figure of Rs.500 crore is no doubt meant to inspire ‘shock and awe’. And to serve to scare off any other activists who might want to raise their voices.

As activists get louder and more effective, the tactics being used against them are becoming more hardline. Across Goa, villagers are fining themselves facing combined maliciousness of both the state and interested parties. They have found themselves harassed by panchayats, slapped with criminal cases and picked up by the police. The fight is getting dirtier. As the stakes rise, activists are forced to ask themselves: “Is it worth it?”

That’s a question I faced after I was carted off to the police station. As a single mother, the sole earning member of the family, what the hell was I doing tangling with the powers that be? I had to take a long hard look at my accidental activism and acknowledge that so, it had taken loads of my time. Now it was going to take an emotional and mental toll and threaten my safely. Was it worth it?

The answer is yes, and YES. This is my home. This is the place I chose to put down roots. If I let this be devastated where else is there to go to? That holds true for all of you out there as well. And that brings me to the second thing that I am mad about.

This Sunday, we organised a meeting to understand the Regional Plan for Attofondem ward in Moira. The ward member went door to door inviting people. Exactly 20 turned up. It has been the same story for all the meetings that we have done so far. The apathy is appalling. The future of entire village is at stake – and no one seems to care.

And you reading this article? I’m damn mad at you as well. Forget standing up to mining. Right now – right this very moment – is a huge chance to define the future of the village you live in. Are you doing anything about it? Have you bothered to find out about the Regional Plan? Have you filled in the Questionnaire? Or are you content to sit back and let ‘those activists’ do it all for you. And when those activists face the brunt, do you bother to stand up for them?

Seby needs all the support and help he can get. His is a legitimate voice, speaking up against the devastation of your land. It is your fight that he is fronting – and paying the price for. If you allow him to be bullied and punished by a mining company for speaking up, then there is not much to be said for the future of Goa. All of us might just as well stay silent and watch while the land around us is reduced to raw wastes by mining, or concrete jungles by builders.

Online, there is an effort to gather people who are willing to add their names to the defamation suit; who support Seby and are saying: “So sue me too!” You can sign up too, as soon as it is set up. Watch this space!

— A New Revolutionary Publication Banned in India

Up until December 2007 the magazine People’s March provided information about the Maoist movement and developing revolution in India, which was of value to both supporters of this revolution and also to many who just wanted to follow what was happening there. But the Indian government banned and suppressed People’s March at that time, and an information void developed.

In the spring of 2008 revolutionaries in India began publishing a new journal to fill this void, the CPI(Maoist) Information Bulletin. While the precise legal status of this new bulletin is unknown to us at this time, it seems almost certain that the Indian government must consider it to be an “illegal publication” and seeks to suppress it. Because we support the freedom of speech and the freedom of the press, and the right of the people to openly express their ideas—even if reactionary governments don’t approve and resort to fascist-like methods to try to stop it—we at BANNEDTHOUGHT.NET are also making issues of this new bulletin available here.

If you have been following popular media, then you must by now be of the viewpoint that Naxalites are India’s largest growing menace; and you must be pitying the 60 plus people left dead in the Chhattisgarh massacre, thanks to the Naxalites. The truth, however, is not that simple. The Naxalite movement in India is growing; that’s a truth. They are a menace to the Centre; that’s a truth. But Naxalites a menace to India? Well, perhaps this is farthest from the truth. In cities where we lead a cushy life, Naxalites are far from a menace. In the interiors where they rule, they aren’t really considered a menace either. They rule the Indian villages and backward areas – well, that’s an understatement – they are the emperors of a third of Indian districts today. Yes, 200 out of the 600 odd districts in India are today under Naxalite rule.

They rule there not because they are a menace. They rule there not just by force. They rule there because people in these places support them in a majority and believe in them; because the Naxalites are the brave armed revolutionaries in their lives who give them food, money and land snatched from the rich land owners and exploiters. Naxalites do kill when these rich protest; and at times are involved in atrocities as well . . . But on the whole, they are the only revolutionary group in this country at the centre of whose agenda are the poor and deprived. Their methods may involve violence, but then worldwide, all uprisings and revolutions have been violent. To the people against whom they fight, they are villains – terrorists if you may call them – but the people for whom they fight, they are the heroes.

And these Naxalites in India are there to stay and grow. Mark my words, the day is not far when they will rule a grand majority of India. These 200 districts will become 400 in no time, and inch towards more. No government in India will be able to stop their growth through police, Salva Judums (the Chhattisgarh version of State-backed armed forces of villagers and common men) or army. The police in this country have no loyalty for the Central leadership, and would too willingly hand over their arms to the Naxalites; police station after police station, at every given opportunity. For the police, their life is too precious, and many actually believe in the Naxals. On the other hand, the army will march on the streets while the Naxals fight from the jungles and places inaccessible by road.

So even the army stands no chance as has been proven in the North-East. Yes, the army might succeed if it uses the aerial route to bomb and create an internal war throughout India. No government in India will ever be able to do so. That leaves us with the criminal experiment of forcing the common people to become SPOs – Special Police Officers – by giving them some pathetic basic training in arms, the way Salva Judum is doing. This method has failed miserably earlier in North-East and Kashmir and is sure to fail everywhere, including in Chhattisgarh.

More importantly, the method in itself is criminal in nature and leaves the people-soldiers with nowhere to go – like in Chhattisgarh where villages after villages have been emptied and people have been brought to camps where they are given one small windowless room per family to stay in. The connection is ironic! When the State finds its own police machinery ill-equipped and dying, they conjure up a scheme where, instead of the police officers, those are the villagers – very often child soldiers – who have to confront Naxalites during their attacks, and die. More pathetically, it’s a trap from which the villagers can’t come out. If they go back to their villages where they had their land etc., they will be alone and would be killed by Naxalites for having become members of Salva Judum.

And if they stay, they will die in any case in a confrontation, or out of hunger itself – since in the camps, the government doesn’t even provide them with proper meals, and keeps them in near destitute conditions. In Dantewada district of Chhattisgarh itself (where the recent massacre took place), there are 20 Salva Judum camps with about 60,000 occupants living in utterly inhuman conditions, where they get food for about five days in a week, and the rest two days, go hungry. The camps, of course, have no toilets or bathrooms. And worse, they have to share the facilities with CRPF jawans (Naga battalion) who, after evening hours, get drunk and start inhuman torture on these people, women mainly. Rapes and abortions galore and the people have absolutely no voice. And on 15 March 2007, the Naxalites, who were looking for their chance to get back, attacked and left about 60 dead – more than two-thirds were these helpless people forcibly made to vacate their land and join this inhuman camp with the legal approval of the Centre and State.

Were the police innocent? Well, it depends; if you call the bribe seeking, soul selling perpetrators of the State’s crime machinery ‘innocent’, that is. But yes, those members of Salva Judum were innocent victims of this criminal governance. And this is just one case, many more will follow soon while we condemn the Naxalites blindly.

Who then is to blame? Clearly our Prime Ministers and Finance Ministers of successive governments. Let’s take this year’s budget for example. For the ‘land loot schemes’ of the government – popularly known as the SEZs – there has been an allocation of Rs 90,000 crore. For various subsidies that have gone into the corporate kitty, there has been another Rs 2,35,000 crore (that is, a shamelessly gross Rs 3,25,000 crore for the minuscule top rich in India). Guess how much has been allocated then for unemployment eradication programmes that were to guarantee at least ‘100 days job’ per person if the government meant to remove unemployment seriously.

Well, against a most urgent requirement of about Rs 2,25,000 crore, the allocation is a meagre Rs 11,000 crore. If the poor in a country are left to die out of hunger, curable diseases and poverty, Naxalites will rule. The only way to defeat them is for our governments to believe in fact in what the Naxalites are fighting for – food, health and employment. Till our governments allocate enough for such causes, many more Chhattisgarh carnages will happen; and unfortunately, I won’t be able to blame the Naxalites, or even call them terrorists.

It’s the State that is monstrous, and those are our Prime Ministers and Finance Ministers who have to realise the importance of working for the poor for the real future of India. Right now, they are instead busy giving thrust to crony capitalism – helping a few industrial houses acquire more and more land and public property. Chhattisgarh is no exception – while villages are being emptied, people are being uprooted and shifted to their Salva Judum death camps, with their mineral and iron-ore rich lands left behind being handed over to the Tatas and Mittals. And as long as India’s crony capitalism and heartless journey towards being a slave of the rich continues, long will live the Naxalite movement in India. Fortunately or unfortunately . . .

Kandhamal killings split Orissa Maoists on religious lines

Berhampur (Orissa) (IANS): The killing of a Hindu leader and his associates that triggered attacks on Christians in Orissa have split the Communist Party of India-Maoist (CPI-Maoist) on religious lines for the first time, with many Hindu members breaking away to form a rival group.

The unexpected development, which have taken many by surprise, came to light when the breakaway faction put up posters threatening to target Christian members of the CPI-Maoist in the state.

The new group calls itself "IDGA-Maoist", which some posters say is the acronym for "Idealize of Democrat Garila (Guerrilla) Army (Maoist)".

According to informed sources, the new group's formal inauguration will take place Jan 3 at an undisclosed location under the leadership of a guerrilla identified only as M2.

The origin of the split is the Aug 23 gunning down of Vishwa Hindu Parishad (VHP) leader Swamy Laxmanananda Saraswati and four associates at Jallespata in tribal-dominated Kandhamal district.

It sparked off an orgy of violence against Christians, whom the VHP blamed for Saraswati's killing. About 40 people, mostly poor Christians in rural areas, were killed.

While the police blamed the Maoists for the killings, the VHP insisted that Christians were responsible. The CPI-Maoist claimed responsibility for the murder, saying Saraswati was creating a sectarian divide in the impoverished region.

The breakaway IDGA's posters have denounced the People's Liberation Guerrilla Army (PLGA), the military wing of the CPI-Maoist, and its leader Sabyasachi Panda for the VHP leader's death.

A Maoist sympathiser close to the new faction told IANS that the main reason behind the break-up was the Kandhamal violence, for which he blamed Panda.

"Maoists don't have any religion. Their religion is to safeguard the vulnerable people and fight exploitation and oppression. But those under Panda are acting like a mafia," he said, requesting anonymity.

People familiar with the Maoist movement in the state believe that the split will result in escalation of violence.

Sixteen of Orissa's 30 districts are considered Maoist- dominated. Six southwestern districts - Malkangiri, Koraput, Raygada, Kandhamal, Nayagarh and Gajapati - are the worst hit.

The existing Maoist group active in southern Orissa is known as the Bansadhara Divisional Committee. This is expected to face the wrath of the splitters.

Nihar Nayak, an expert on Maoists at the Institute of Defence Studies and Analyses in New Delhi, told IANS that if a split has indeed taken place on religious lines, it would mark a first in India's Left history.

"Since the Maoist movement began in India, they have never supported a specific religion or caste or community," he said.

Nayak added that the objective of the splinter group would be "to protect Hindus from Maoist attacks and retaliate by killing Christian leaders" in the state.

In its posters, the new group has threatened to kill one Christian on the 23rd of every month -- to avenge Saraswati's murder Aug 23.

The new group's area of influence includes three regions: southcentral Orissa, Ghumsar division in southern Orissa and Bansadhara division which shares a border with Andhra Pradesh.

Some police officials here fear the law and order situation in the region might worsen if the new group starts revenge killing, inviting retaliation.

"It is certain that violence will escalate and this split is going to be a major headache for the already burdened police force," a senior officer told IANS requesting anonymity.

Deputy Inspector General of Police P. Koche told IANS: "I don't have any information regarding this new Maoist group."

Sanjeeb Panda, another deputy inspector general of police, added: "We don't have any official information regarding the split. But I can't rule out that there has been a split among the Maoists."

Maoist leader Sabyasachi Panda expelled from CPI(Maoist)

Breaking News! In a significant development, Orissa's "most wanted" Maoist leader Sabyasachi Panda alias Sunil was expelled from the CPI (Maoist) for anti-party activities. The CPI (Maoist) Central Committee has come up with a press release, which said Sabyasachi was expelled for illegal activities and bringing disrepute to the Maoist Organization.

Sabysachi was accused of spreading misinformation, by posing as the General Secretary of CPI (Maoist) Central Committee and a member of Central Military Committee of CPI (Maoist). He was also accused of adopting a luxurious lifestyle by giving up the original Maoist ideology. The CPI (Maoist) alleged that Sabyasachi Panda collected a huge amount of money using his Maoist clout and distributed it among his family and relatives.

The press release termed Sabyasachi Panda as a liar and power-hungry person and has demanded that he must return all money he has collected so far or else face severe punishment.

The CPI (Maoist) has condemned the role of Sabyasachi Panda in the killing of Swami Laxamanananda Saraswati in Kandhamal district on August 23 and held him responsible for the communal riots that followed aftermath Swamiji's killing. The committee blamed Sabyasachi Panda's personal ego for the precarious problem in Kandhamal.
