Maoists steal confidential govt war plan to sharpen strategy....

NEW DELHI: Security agencies battling Maoists have been rattled by the discovery that rebels have the details of confidential government meetings in their possession. The classified documents were recovered from a guerrilla force after an encounter in the jungles of Chhattisgarh.

The documents contained minutes of two meetings held last year in which anti-Maoist operations were discussed. One involved the deliberations of the Joint Operations Command (JOC), conducted on August 29 and chaired by Home Secretary VK Duggal. The other pertained to a session chaired by Prime Minister Manmohan Singh at his residence on April 13. Attendees included chief ministers of states affected by Maoists, intelligence agencies, and paramilitary commanders.

“We were surprised to find the documents,” a senior officer said. “Our own officers who are actively involved in anti-Maoist operations do not know what was discussed at the meetings. But the Naxalites do.”

The officer said the agencies are attempting to ascertain how the Maoists secured the documents. “The leak is worrisome because highly confidential details were discussed at the meetings,” the officer said.

“These included the improvement of intelligence sharing between the Centre and affected states, use of aircraft in operations, and jungle-warfare training.”

The meetings also pondered over ways to curb Maoist operations in the border areas to disrupt rebel coordination. An increase in the number of security personnel in the affected states was also discussed.


“The seized documents were prepared by Maoists in the first week of October,” the officer said. He said the Maoists were able to come abreast of the government plans within weeks of their inception.


Security top brass is especially worried that the stolen intelligence will allow the rebels to formulate strategies to pre-empt government action.

नई दिल्ली : छत्तीसगढ क़े जंगलों में नक्सलियों के एक ठिकाने से जब्त दस्तावेजों में गोपनीय सरकारी बैठकों की कार्रवाई का विवरण मिलने से सुरक्षा बलों के होश उड़ गए हैं। ये दस्तावेज हाल ही हुई एक मुठभेड़ के बाद नक्सलियों के ठिकाने की तलाशी में मिले थे। इन दस्तावेजों में पिछले साल हुई उन दो महत्वपूर्ण बैठकों की कार्यवाही का विवरण शामिल है, जिनमें नक्सल विरोधी अभियान पर चर्चा हुई थी।इनमें से एक बैठक साझा ऑपरेशन कमान की थी जो 29 अगस्त को केंद्रीय गृह सचिव वीके दुग्गल की अध्यक्षता में हुई थी और दूसरी बैठक 13 अप्रैल को प्रधानमंत्री की अध्यक्षता में उनके निवास पर हुई थी। इसमें सभी नक्सल प्रभावित राज्यों के मुख्यमंत्रियों के साथ ही खुफिया एजेंसियों,अर्ध-सुरक्षा बलों और संबंधित राज्यों के आला अधिकारियों ने भी भाग लिया था।

पडताल शुरू: एक वरिष्ठ अधिकारी के अनुसार माओवादियों के पास दिल्ली में हुई दोनों गोपनीय बैठकों का विवरण कैसे पहुंचा, इस बात की पडताल की जा रही है।इसलिए भी चिंता की बात...अब तक माओवादियों ने अपने लडाकों की कंपनियां ही बना रखी थीं, लेकिन प्राप्त दस्तावेजों के अनुसार माओवादियों ने अब बटालियनें भी बनानी शुरू कर दी है जिनमें हथियारों से लैस हजार से भी ज्यादा लडाके शामिल हैं।

इससे साबित होता है कि इनकी ताकत में इजाफा हुआ है। इसके साथ ही गुरिल्ला फोर्स अब अपना नाम पीपुल्स लिबरेशन आर्मी करने जा रही है।क्या जानकारी हासिल थी एक वरिष्ठ अधिकारी के अनुसार माओवादियों को सरकारी बैठकों के नतीजों और अगली तैयारियों की पूरी जानकारी थी।

उन्हें मालूम था कि सरकार नक्सलियों से निबटने के लिए खुफिया तंत्र को मजबूत करने, हवाई ऑपरेशन चलाने और सुरक्षाकर्मियों को कमांडो प्रशिक्षण देने जा रही है। साथ ही उन्हें यह भी मालूम था कि शिविरों में रहने वाले करीब 50 हजार आदिवासियों को बचाने के लिए सरकार विशेष कदम उठाने जा रही है।
